Payá, founder of Cuba Decide, was nominated by U.S. Secretary of State Marco Rubio to a human rights commission. Her father, Oswaldo Payá, a prominent opposition leader, died in a 2012 crash later investigated by the Inter-American Commission on Human Rights.
