Cuban dissident artist Luis Manuel Otero Alcántara cleared to travel to US

Luis Manuel Otero Alcántara, a Cuban dissident artist, has been given permission to travel to the US after his prison term ended in July. His whereabouts were previously unknown following his release from a five-year sentence for charges including insulting national symbols and disturbing public order.
