He faces felony charges including offenses against users of computers, computer systems, and official misconduct for repeatedly searching a license plate through Flock. Investigators allege Waiters improperly accessed both the Driver and Vehicle Information Database (DAVID) and the Flock system, even when he was not actively working on a criminal investigation involving the vehicle.
