A federal judge declined to block President Donald Trump’s executive order restricting voting by mail, citing it is too early to challenge the directive before the November midterm elections. The order requires the Postal Service to propose rules blocking states from sending ballots except to voters on state-provided lists and instructs the Department of Homeland Security to compile voting-age citizen lists.
