Sindh Building Control Authority

The Sindh government's Implementation Committee recommends disciplinary and legal action against Sindh Building Control Authority (SBCA) officials, Civil Defence, fire department officers, and building management over the 2026 Gul Plaza fire. The committee also proposes amending the Sindh Building Control Ordinance, 1979, to mandate post-construction inspections and improve fire safety compliance.

The Federal Constitutional Court (FCC) ruled that the Supreme Court overstepped its jurisdiction by ordering citywide demolitions of illegal constructions in Karachi. The FCC decision shifts responsibility to the Sindh government and Sindh Building Control Authority (SBCA) to regulate and preserve public amenities under existing laws.

The FCC ruled that enforcing building laws is the provincial government's responsibility, not the judiciary, and criticized the Supreme Court for overstepping its role in directing citywide demolitions.

The prosecution has returned the Gul Plaza case charge sheet for the third time due to the investigating officer's failure to include the judicial commission’s report and address prior defects. The IO charged six individuals, including union officials and a shop owner, under multiple sections of the Pakistan Penal Code, but the prosecution criticized the lack of detailed findings and failure to incorporate recommendations from the Justice Agha Faisal-led commission.
