Pennsylvania health insurers on the ACA marketplace Pennie are requesting average premium increases of 10.5% to 41% for 2027 coverage. Enrollment in Pennsylvania's Affordable Care Act marketplace, Pennie, dropped by 160,000 after federal subsidies expired, with higher costs cited as the main reason for leaving. Roughly one-third of 2025 enrollees are no longer covered, and average premiums increased by 102%, disproportionately affecting lower-income, older, and rural populations.
