They use unclaimed vouchers to process initial payments, which appear legitimate but later fail, resulting in fines. The scammers falsely claim an office in Vancouver and are exposed through delayed payment failures.

Denver Animal Protection is understaffed due to city budget cuts, leaving residents to handle stray dogs. The agency has 11 officers for 24/7 coverage, down from 18 in 2010, as rising animal abuse cases consume limited resources. A resident’s attempt to report a stray dog was met with a directive to capture it themselves.
