A Bell Police Department officer is facing up to three and a half years in jail for illegally accessing DMV records and placing a GPS tracking device on his ex-girlfriend's car, according to prosecutors. The officer, James Ixcoy, used a DMV database on July 17 for unauthorized purposes.
