Trump administration sustains defeat on vote-by-mail order in federal appeals court

A federal appeals court denied the Trump administration’s request to resume an executive order restricting vote-by-mail, ruling the U.S. Constitution grants states authority to administer elections, not the president. The 1st U.S. Circuit Court of Appeals panel agreed with a lower court’s block on the March 31 executive order, which faced opposition from 23 Democratic-led states and support from 12 Republican-led states. The Justice Department indicated it would appeal further.
