Typhoon Noul weakens after making landfall, brings heavy rain to southern China

Typhoon Noul weakened to a tropical storm after making landfall in southern China, causing heavy rain and displacing over 800,000 people in Guangdong province. The storm led to flight cancellations in Hong Kong, injuries, and prompted emergency flood-control measures and a 100 million yuan aid allocation. Noul is the third typhoon to hit China this month and the strongest this year, also affecting the Philippines and Taiwan with flooding and rain.
