Two people died in flash floods caused by heavy rain in West Virginia, according to the governor's office. Torrential rains led to submerged vehicles and extensive damage, with rescues required for those trapped. Governor Patrick Morrisey reported some areas received 4.5 inches of rain in 37 minutes.
