California Literacy Investments Are Mostly Working

California's literacy investments since 2013 have improved fourth-grade reading scores, moving the state from 47th nationally to around the middle of the pack. The state adopted phonics-based instruction, hired literacy coaches, and allocated $500 million in grants, with Mississippi's similar success cited as a reference. However, a shortage of literacy coaches may limit further progress.
