Bertha breezes through southern Louisiana, expected to reach the upper Texas coast later today

Tropical Storm Bertha crossed southern Louisiana with 45 mph winds, causing minor coastal flooding and light rainfall. It is expected to make a second landfall near or south of Galveston, Texas, by Thursday evening as a low-grade storm with localized heavy rainfall threats in South Texas.
