[US] Is this a underage scam?

A user on a dating app interacted with a girl who claimed to be 17 and sent explicit images. Subsequently, they were contacted by a man pretending to be a detective and later a 'father' demanding money for car damages, followed by a 'wife' requesting more payments. The user paid but continued to be harassed, finding similar reports on Reddit.
