Residents and restaurant operators in Hong Kong’s Eastern district faced ongoing fresh water shortages after delayed pipe repairs, forcing many to collect water from wagons amid heavy rain. The Water Supplies Department initially promised a 10:48am Monday resumption of supply in Shau Kei Wan and Sai Wan Ho but postponed it to noon.
