A potential tropical cyclone forming along the Texas Gulf Coast could bring heavy rainfall to the Carolinas by the end of the week. The National Hurricane Center designated the system 'Potential Tropical Cyclone One' on June 16, with forecasts predicting it may strengthen into a tropical depression and then Tropical Storm Arthur. The Carolinas could experience 0.5-1 inch of rain and 30-40 mph winds in the most likely scenario, with higher-impact scenarios involving up to 4 inches of rain and 50 mph winds.
