A Chicago alderman criticized Illinois' no-cash bail law after a violent offender allegedly killed a police officer while on pretrial release. Alphanso Talley, with prior gun and robbery convictions, was released for a previous robbery case but later shot Officer John Bartholomew and another officer at Swedish Hospital.
