protected tree-removal permits

The City of Pasadena admitted to providing conflicting information to the Pasadena Unified School District in June regarding required tree protection permits for hazardous-material and soil-removal work. The school district denied claims of acting without notice or coordination, stating it had months of communication with the city and other agencies.
