A Brooklyn-based property management company, Spigro Management, LLC, and its lead manager, Saul Friedman, will pay four tenants up to $1,200 each and face penalties after an investigation by the Office of Attorney General Letitia James found they illegally locked tenants out of their apartments between 2020 and 2025. The settlement requires Spigro to implement policies to prevent future illegal evictions, including detailed lock-out procedures and monitoring by OAG for three years.
