Ukrainian Prime Minister Yulia Svyrydenko stepped down as President Volodymyr Zelenskyy announced a government reshuffle. Ukraine also conducted strikes against Russian oil sites, including an attack on the Syzran Oil Refinery in Samara region that injured several people.

Ukrainian drones struck the Syzran Oil Refinery in the Samara region and a tanker in the Don-Azov Canal, causing fires. Preliminary reports suggest FP-1 drones damaged the ELOU-AVT-5 unit at the refinery, and Rostov region Governor Yuri Slyusar confirmed a drone strike on an empty tanker, with air defenses downing over 20 drones.

A drone attack damaged both primary crude distillation units at Rosneft’s Kuibyshev oil refinery in Russia’s Samara region, halting oil processing. The Syzran and Novokuibyshevsk refineries in the same hub have also been previously affected by drone strikes.

Ukraine launched long-range strikes on Russian military and energy infrastructure, targeting a Cheboksary factory producing drone components and a Samara refinery. Russian officials reported downing Ukrainian drones and casualties from attacks, while Ukraine claimed strikes in Crimea and the Vladimir region. Both sides exchanged drone attacks, with Putin vowing to strengthen air defenses.
