A coalition of 23 Democratic governors and the governor of Guam submitted a joint comment opposing a U.S. Office of Management and Budget proposal to overhaul federal grantmaking rules, arguing it could harm programs related to maternal health and reproductive care. The proposed rule, which includes political appointees in grant reviews, has drawn over 278,000 public comments and is set for final adoption by October 1.
