The Eighth Circuit ruled that some St. Louis jail officers must face claims of excessive pepper spray use against detainees, denying them qualified immunity in certain instances while upholding it in others. Four detainees alleged they were sprayed with Mace to the point of breathing difficulties and denied water, with video and testimony showing some officers' actions were unreasonable.
