A trial for Decarlos Brown Jr., charged in the fatal stabbing of Ukrainian refugee Iryna Zarutska on a North Carolina commuter train, has been delayed due to his mental health. A federal judge ruled Brown is currently incompetent to stand trial and ordered up to four months of medical treatment to restore his competency.
