The Homeland Security Agency plans to spend up to $20m on equipping its agents with 'Glove' devices, which are electric shock-delivering gloves intended for use against uncooperative persons. These "conductive distraction and de-escalation devices" will be acquired from Compliant Technologies via a no-bid contract.
