    13-year-old boy was driving stolen car in Germantown crash that killed Virginia man

    A 13-year-old boy was driving a stolen 2015 Kia Optima when it collided with a 2007 Toyota Matrix in Germantown, Maryland, killing 58-year-old William Vance Payne II and injuring the teen driver and six passengers, all aged 12-15. The Kia was reported stolen from a Germantown home hours after the crash, which occurred at 5:25 a.m. on August 4, 2026.
