Legionnaires' survivors point blame at NYC officials for another summer outbreak

An Upper East Side resident named Ken Pearl was diagnosed with Legionnaires' disease the day after city officials announced an outbreak at the start of July. Due to two outbreaks in as many years, victims and health experts are arguing that the city needs to take more preventative measures.
