A New York developer plans to bring a 129-unit affordable apartment building to North Philadelphia at 11th and Berks streets, situated across from Temple University. The project redevelops the site of the former Norris Homes public housing complex through a partnership with the Philadelphia Housing Authority (PHA). This collaboration ensures that no one living in the new development will pay more than 30% of their monthly income.
