Federal judge halts proposed HHS changes to teen pregnancy prevention program

A federal judge ruled that U.S. Health and Human Services cannot implement sweeping changes to grants under the Teen Pregnancy Prevention Program while a lawsuit proceeds. The ruling came after HHS canceled 53 out of 67 existing grants, affecting grantees in more than two dozen states. The judge noted that HHS could not impose conditions on grant recipients that Congress did not intend or that are unreasonable.
