York man drowns in Broad River, friends said he couldn’t swim

John Daniel Ratcliffe, a 38-year-old man from York, died after drowning in the Broad River near Blacksburg, South Carolina. The incident was reported near the Duke Energy hydroelectric dam on Ninety-Nine Island Road and Ratcliffe was pronounced dead at the scene.
