Weird call from someone claiming to be DE dept of finance

A user reported receiving a suspicious phone call from someone claiming to be affiliated with the Delaware department of finance or the Delaware treasury. The caller supposedly knew the user's name and then immediately requested their Social Security number (SSN). The user found the interaction highly suspect but is not entirely sure about its legitimacy.
