[US] is this legit? Calls about legal documents

A person received two anonymous voicemails claiming to be from a legal department, warning of penalties and fines if they failed to callback. The numbers were unlisted and identified as potential SINCH VOIP numbers via a reverse phone lookup. The individual expressed concern about their phone number being used for unsolicited contact.
