Is this person trying to scam me?

A person on Instagram offered an art commission for 50 dollars but provided a PayPal link under 'Dilawer Hussain' and claimed the account was their brother's due to 'paypal issues.' The account, created in April 2026, posted Hazbin Hotel/Helluva Boss-style art, but the user backed out after suspicion arose over payment requests and unverified work.
