Texas foster father arrested after child found running through Miami Beach traffic in underwear

A Texas foster father was arrested after a 12-year-old child in his care was found running through Miami Beach traffic wearing only underwear. Police found him intoxicated at a hotel and unaware his son was missing, while a 10-year-old foster child was also left unattended in the room. Both children had diagnosed mental disorders and were placed under Florida child welfare authorities.
