Illinois joins 26 states in lawsuit over federal FEMA and DHS grant conditions
Illinois Attorney General Kwame Raoul joined a coalition of more than two dozen states in a lawsuit filed in July 2026 challenging new federal conditions attached to FEMA and DHS emergency management and homeland security grants.
