An intoxicated boater with a history of DUI, Richard Stevenson, caused an 80-mph collision on the Fox River, decapitating a woman and injuring her husband. Prosecutors stated Stevenson's blood alcohol concentration was .236 post-crash, and he has prior charges for DUI and reckless driving.
