Independent report calls for campus safety overhaul at Old Dominion University after fatal shooting

An independent report from law firm Cooley LLP recommended Old Dominion University (ODU) improve campus safety, emergency response, and threat assessment after a May 12 shooting at the university killed an employee and injured students. The report concluded the attack by Mohamed Bailor Jalloh, who had a prior conviction for attempting to aid the Islamic State group, was 'unpreventable' and highlighted gaps in ODU's knowledge of his criminal history. ODU pledged to implement security upgrades and process improvements.
