[US] Selling my used car, buyer wants a couple of things

A used car seller is concerned about a buyer who wants to pay for a diagnostic test and have the buyer's father, a mechanic, inspect the car. The seller worries this might be a scam where the mechanic could tamper with the car to justify lowering the price.
