Flood watch issued for NY, NJ with drenching rain expected: details

A flood watch has been issued by the National Weather Service for New York City and much of the tri-state region due to a slow-moving low-pressure system expected to bring heavy rain and potential flooding from Tuesday morning through Wednesday.
