Landmark federal housing law tries new ways to boost local building

The 21st Century ROAD to Housing Act, a bipartisan federal law, grants municipalities flexibility in using federal block-grant funds for affordable housing construction and introduces incentives and penalties to accelerate housing production. The law also restricts institutional investors from buying homes, eases manufactured housing rules, and expands veteran assistance.
