A seaplane carrying 11 people crashed into Shallow Bay near Sucia Island north of Seattle but all passengers and the pilot were rescued. The de Havilland DHC-3 Otter aircraft caught fire after hitting rocky terrain, prompting a multi-agency rescue effort. The Federal Aviation Administration is investigating the incident.
