Federal judges allow Tennessee congressional map dividing majority-Black Memphis district

A federal judicial panel allowed Tennessee to use a new congressional map dividing a majority-Black district in Memphis, rejecting a request to block the plan before August primary elections. The three-judge panel declined to issue a preliminary injunction against the map.
