I got a call from a corrections/probation department from a near by county (not the one I live in) asking for my mom?

A person received a suspicious call from a corrections/probation department in a nearby county asking about their mother's name. The call was unprofessional, possibly from a non-native English speaker, and raised concerns about being a scam. They also noted an increase in potential spam calls.
