Sudan: Sudan's Peace Process Is Negotiating a War That No Longer Exists

Sudan's peace process has not kept pace with battlefield changes in the country's three-year war. The Sudanese Armed Forces (SAF) regained Khartoum and control over much of northern, eastern, and central Sudan, while fighting intensified in Darfur, Kordofan, and Blue Nile. Over 2 million displaced people have returned to Khartoum, but electricity remains limited.
