Western Union Verification Call - Scam?

A friend attempted to send money via Western Union for an international trip, received a suspicious verification call during processing, and was later informed by Western Union that the call was fraudulent. The transfer was approved, but the scammer asked for personal information and falsely claimed the funds were declined.
