Former SF Port director, now Sausalito’s city manager, arrested on burglary charge

Elaine Forbes, who previously directed SF Port and is now Sausalito's city manager, was arrested on a burglary charge after deputies found her aboard someone else’s yacht. The arrest occurred less than three weeks after she began her new job.
