Private number keeps calling while masterbaiting

A person reports receiving repeated late-night calls from a private number featuring explicit audio and requests. The calls persisted for months, stopped temporarily when a male cousin answered, but resumed when the cousin (a 12-year-old female) started receiving similar calls. Unanswered calls continue, and the person's step-dad also encountered the behavior.
