[US] Not sure if this is a new form of scam or some weird new alert thing

A person in Texas received a suspicious voicemail after heavy rain and a flash flood alert, raising concerns about whether it was a scam or a new alert system. The caller's out-of-state number and unfamiliar voicemail format prompted uncertainty, as previous alerts did not include voicemails.
