Kansas City keeps approving subsidies without knowing whether they work
Kansas City Councilmember Andrea Bough, who oversees economic development and finance, admitted the city lacks data to assess the benefits of taxpayer subsidies for projects. Despite this, she has approved or advanced over $1.1 billion in public financing and incentives, including stadium-related deals, while also working as a redevelopment attorney in the same ecosystem she regulates.
