New saplings on Shepard Road in St. Paul have been vandalized for the fourth time in three years, with ten trees destroyed on July 4. The St. Paul Parks Conservancy has offered a $5,000 reward for information leading to an arrest after previous incidents involving 90 trees uprooted or thrown into the river.
