Help me understand this fraudulent credit card charge scam

A Canadian user of a BMO Air Miles Mastercard reported fraudulent transactions totaling nearly $14,000 at Vancouver Apple Stores via Google Pay. The user received a new card five days prior but now faces a zero credit limit and unauthorized purchases, despite not using Google Pay or leaving the province.
